Właśnie wróciłem z negocjacji w PE w sprawie nowej rezolucji o Rosji. Zaproponowałem, by znalazło się tam wezwanie Rosji do szybkiego i pełnego wyjaśnienia katastrofy smoleńskiej ( a także apel o uwolnienie Chodorkowksiego, fragment o współpracy energetycznej, żądanie wycofania Rosji z Gruzji oraz a[el o wyjaśnienie okoliczności śmierci jednego dziennikarza - Khadzhimurada Kamalova). Niestety - wszystkie te pomysły zostały odrzucone przez dominujące grupy (przede wszystkim przez EPP i SD). Na początku negocjacji zmienili oni nazwę projektu rezolucji i wyrzucili z niej rozszerzenie, które mówiło o tym, że ma ona dotyczyć nie tylko nadchodzących wyborów prezydenckich, ale także obecnej sytuacji w Rosji. Dzięki temu mogli zacząć odrzucać wszystko, co uznali za nie pasujące do ich wizji rzeczywistości.
Ale robili to wybiórczo, bo jak im coś się miło kojarzyło, to zostawiali to w tekście. I tak na przykład, zostawili ostre potępienie rad miejskich kilku miast rosyjskich, które przeciwstawiały się "propagandzie sodomii, lesbianizmu (?), biseksualizmu, transseksualności i pedofilii". Jak widać, to uznali za ważne w obliczu nadchodzących wyborów prezydenckich. Zachowali także wezwanie do wyjaśnienia okoliczności śmierci Siergieja Magnitskiego oraz do ukarania winnych w tej sprawie (nad czym pracuję od roku i czemu kibicuję), ale już o wyjaśnienie śmierci polskiego prezydenta i 95 innych osób jakoś nie chciało się im upomnieć. Magnitskim się zainteresowali, ale Chodorkowskim i Kaczyńskim już nie - bo zostało to zgłoszone przez ECR. Arytmetyka współczucia.
To naprawdę dziwne miejsce, ten Parlament Europejski - jedno jest ważne, inne nie. Każdy ma swoją prawdę, prawdziwą prawdę. Prześladowania gejów są ważniejsze, niż łagier dla opozycjonisty czy śmierć prezydenta państwa.
Poniżej zamieszczam moje propozycje do rezolucji rosyjskiej (którym były przeciwne EPP i SD) oraz ów fragment o gejach (za którym głosowali posłowie EPP i SD). Głosowanie na forum plenarnym w czwartek.
"1. Regrets that the Khodorkovsky case illustrates a major lack of impartiality and fairness in the justice system in Russia and notes that Amnesty International has declared him as a "prisoner of conscience" and call for his release; calls on the authorities to undertake a genuinely independent review of the entire case based on Russian international commitments to a fair trail for all and welcomes the recommendations made on the conduct of the second trial by the Presidential Commission on Human rights and calls on the Presidential administration to enforce these.
2. Calls on the Russian authorities for prompt and throughout explanation of the Polish plane crash in Smolensk on 10 April 2010 with President of Poland and 95 people on board, in full cooperation with the Polish authorities;
3. Calls on Russian authorities to press ahead with the investigation of the death of journalistKhadzhimurad Kamalov; reiterates its call on the Russian judicial authorities to fair explanation and punishment of those who were involved in the murder of Anna Politkovskaya and other representatives of free media and civil society;
4. Stresses the importance of cooperation with Russia in the field of energy; reiterates, in the same time, that progress in forging closing relations should be coupled with the improvement of rule of law and democratic standards in Russia; calls on the Council and Commission to make sure that the principles of Energy Charter Treaty become an integral part of the new Partnership and Cooperation Agreement; points out that EU should treat diversification of energy resources as its main priority and put all possible effort into finalize projects like Nabucco or AGRI; reminds in this regard that diversification means finding alternative countries outside the EU of oil and gas, and not alternative routes of transporting them from Russia; calls on EU not to apply double standards in relations with Russia such as exemption from part of the Third Energy Package regulations;
5.Calls on Russia to actively contribute to the solving of the "frozen conflicts" in its neighbourhood; reiterates the need for Russia to fully implement the Six-point ceasefire agreement including the respect for Georgia's sovereignty and territorial integrity; supports the Minsk Group in its progress regarding the conflict in Nagorno-Karabakh and welcomes Russian recent initiatives to give new momentum to the peace talks; welcomes the restarting of negotiations within the 5+2 format with regards to the Transnistrian conflict and takes note of the first official meeting on
1 December 2011 which hopefully will be the start of a solution to the conflict;"

Strongly condemns the adoption by the Legislative Assembly of St Petersburg of a law against the 'propaganda of sodomy, lesbianism, bisexualism, transgenderism and paedophilia to minors'; equally condemns similar laws adopted in the Ryazan, Arkhangelsk and Kostroma regions; calls on all Russian authorities to stop limiting freedom of expression in relation to sexual orientation or gender identity in line with the European Convention on Human Rights and the International Covenant on Civil and Political Rights; calls on the High Representative/Vice-President of the Commission to convey the European Union's opposition to these laws;"
